Key assumption: MARPO/DARMO offices need only 1 computer per office. Legal Division and Adjudication offices need one computer per employee. Gap vs. Surplus by fund category

Legal (SPLIT-ALI) and Adjudication (Reissuance) are the two funding sources; MARPO/DARMO can draw from either. MARPO/DARMO offices are capped at one computer per office and already meet that minimum almost everywhere, so Legal Division now carries the region's Gap while MARPO/DARMO's surplus is the largest reallocation opportunity. The one exception is Catanduanes, which has no DARMO offices: its LTID office is counted here but is entitled one computer per employee instead, like Legal Division and Adjudication.

Computer Coverage & Gap vs. Manpower Complement (119 offices)

Coverage % = share of employees with at least one working laptop or desktop, an office-by-office staffing fact that stays the same regardless of policy. Gap and Surplus, however, are computed against each office's actual entitlement: Legal Division and Adjudication offices need one computer per employee, while MARPO/DARMO offices are capped at one computer per office, so a province can show a large Gap alongside low DARMO coverage without the two moving together. Measured against entitlement rather than raw headcount, the region meets 249 of 315 needed units (79.0%): all 102 MARPO/DARMO offices and Catanduanes' LTID office already meet their computer entitlement, and the remaining gap is entirely in Legal Division and Adjudication. Printer connectivity was checked against manufacturer specs rather than taken at face value. Most units logged as "Regular" actually support WiFi, so the real printer inventory is majority network-capable.

Printer Regular Network-Sharing
A dedicated (Regular) printer is a 1:1 bottleneck that gets worse as an office's staff grows; a network-shareable printer can be shared by everyone in the office. Knowing which offices already have network printers matters for the "reallocate before buying new" argument in the CPMO presentation.

Replacement needs & 2-year outlook (5-year useful life)

Laptops and desktops older than 5 years are due for replacement: 25 laptops and 29 desktops region-wide. MARPO/DARMO is capped at 1 replacement per office — an office with several aging units still only counts once, for its oldest unit.

Computers alone are 62% of the total cost on 22% of the item count, the single biggest cost driver by a wide margin. 14 items across the other categories have no unit price on file (see below); the true regional total is higher than ₱20,230,641.

Data-quality note: in the Cam Sur 1 submission, one line item (DARMO-CS1, "Printer with Scanner") has a stored total of ₱42,000 that doesn't match Quantity × Unit Cost (21 × ₱14,000 = ₱294,000). This report uses the computed ₱294,000 figure region-wide for consistency; worth confirming the correct quantity or unit cost against the original DARMO-CS1 submission before this number goes into a funding request.

Wishlist vs. Computed Need (computers & printers)

This checks whether each office's wishlist request matches what the data shows they need. For computers, "need" is the Gap plus units due for replacement. For printers, it's based on how many of an office's printers are already shared over the network versus dedicated to one desk. A request can reasonably be higher than the computed need, for example to plan for growth, so "need" is a floor, not a hard limit. A few provinces filed one combined request covering several offices at once; those are checked against the combined need of every office they cover.

Computers: 287 requested vs. 119 justified

Region-wide, offices are asking for 287 computers, 168 more than the 119 the data says are needed. MARPO/DARMO's computer entitlement is capped at 1 per office, so most of its requests exceed what the cap actually calls for. Looking at individual offices, 33 are asking for more than they need and 5 are asking for less. The biggest single-office over-ask is DARMO San Vicente/ San Lorenzo Ruiz (Cam Norte), +7; the largest combined-request over-ask is DARMO- CS1 (Cam Sur 1, 19 offices), +36. The one real shortfall of note is Legal Division - DARPO (Albay), -16.

Over-requesting (six of the eight DARRO/DARPOs are over-requesting on this basis — Albay, Cam Norte, Cam Sur 1, Catanduanes, Masbate, and Sorsogon — while DARRO and Cam Sur 2 roughly match; none are net under-requesting once MARPO/DARMO's need is capped at 1 computer per office.)

Printers: 126 requested region-wide

9 offices are requesting printers even though their current printers are already fully shareable over the network, so there's no clear reason for a new one. Another 12 offices' requests do line up with a real need: their current printers are mostly dedicated to a single desk rather than shared.

Modest, proportional (region-wide, the mix of dedicated versus shared printers is fairly even, 108 dedicated to 160 shared, so requests as a whole don't strongly favor one justification over the other. DARRO is the one clear exception, where most printers are still dedicated.)

Two of the 12 justified requests — both combined DARMO requests — asked for far more printers than their own current mix supports. Bringing those two down to match their own numbers puts the final printer ask at 27 region-wide; see below.

1 office has a real computer need but didn't submit a wishlist request for one (it doesn't appear in the table below, since there's no request row to compare against): DARMO-Masbate City has 1 working unit due for replacement.

Final printer ask (after checking each request against the office's own numbers)

Only offices whose current printers lean toward Regular (dedicated) over Network Sharing are carried into this ask — a sign that too many staff have no shared printer to fall back on. For each one, the number counted is whichever is smaller: what the office requested, or how large that Regular-minus-Network-Sharing gap actually is in its own current printer count. Two combined DARMO requests — Camarines Sur 1 and Camarines Sur 2 — asked for far more printers (21 and 19) than their own gap supports, so those two were brought down to 5 each to match; every other office's request already fit its own gap and needed no adjustment.

Next Steps

  1. Close the region-wide 66-computer Gap: Legal Division (58) and Adjudication (8), from Legal (SPLIT-ALI) and Adjudication (Reissuance) funds. MARPO/DARMO's Gap is 0 region-wide, since every DARMO office already owns at least one working unit under the 1-computer-per-office rule.
  2. Replace the 54 units already due (25 laptops + 29 desktops) before adding new units elsewhere; MARPO/DARMO carries 34 of the 54, capped at 1 replacement per office even where multiple units have aged out.
  3. Reconcile the wishlist against computed need before this goes to CPMO: 33 of 60 wishlist requests exceed computed need region-wide (287 requested vs. 119 justified), most notably Sorsogon (+54) and the Cam Sur 1 & 2 combined DARMO asks (+36 and +14). Confirm with each DARPO whether these requests should be trimmed, since MARPO/DARMO's computer entitlement is capped at 1 per office. Separately, Legal Division - DARPO (Albay) is short by 16.
  4. Price the 14 uncosted wishlist items (mostly Cam Norte's Legal Division and DARMO Mercedes); the ₱20,230,641 total excludes them.
  5. When routing this to CPMO, separate core-ICT cost (₱15,436,912: Computers + Printers & Imaging) from non-ICT semi-expendable cost (₱4,793,729: Furniture, Power & Storage, Other), since SPLIT-ALI/Adjudication funds are ICT-scoped and the non-ICT share may need a different funding line.

Methodology

Gap / Surplus

Legal Division, Adjudication (RARAD/PARAD), and LTID: Covered = Laptops + Desktops − Dual-Assigned. Gap = MAX(Total Employees − Covered, 0). Surplus = MAX(Covered − Total Employees, 0). MARPO/DARMO offices: capped at 1 computer per office regardless of staff count. Gap = MAX(1 − Devices, 0); Surplus = MAX(Devices − 1, 0), using raw Laptops + Desktops, not netted against Dual-Assigned. LTID is Catanduanes' Land Tenure Improvement Division, which covers all its municipalities province-wide since the province has no DARMO offices; it uses the per-employee formula, not the DARMO cap.

Replacement rule

Age = current year − Year of Acquisition. Age > 5 triggers "Due for Replacement." Laptops/desktops only; printers are out of scope for this lens. MARPO/DARMO offices are capped at 1 unit due per office — an office with several aging units still counts once, for its oldest unit; Legal Division, Adjudication, and LTID are uncapped.

Fund categories

Legal Division → Legal (SPLIT-ALI). RARAD/PARAD (Adjudication) → Adjudication (Reissuance). MARPO/DARMO → either, case-by-case. LTID (Catanduanes only) → either, same as MARPO/DARMO.

Printer verification

Brand/model checked against manufacturer spec pages (Epson, Canon, Brother, HP) for Wi-Fi/Ethernet capability, not assumed from model-number patterns alone.

Wishlist costing

Total Cost = Quantity × Estimated Unit Cost, recomputed independently of the source sheets' own formula cache. Item categories are keyword-matched from the free-text "Item Requested" field.

Projected growth

Legal Division, Adjudication, and LTID: Extra ICT Units Needed = MAX(Total Employees + Reported Additional Personnel − Employees Covered, 0) − current Gap, floored at 0. Only computed for the 27 offices that answered the projected-personnel question; the other 92 are excluded, not treated as zero. MARPO/DARMO offices are excluded from this formula entirely: since their computer need is a flat 1 per office regardless of staff count, growth there never creates additional Extra ICT Units Needed.

Wishlist cross-check

Justified computers = Gap + Due for Replacement, using each office's own Gap/Surplus and Replacement rule above — so MARPO/DARMO's Justified figure already reflects the 1-computer-per-office cap and its capped replacement floor. Printer interpretation is derived from each office's current Regular vs. Network-Sharing mix, unaffected by the cap. "Justified" is a floor, not a ceiling. Province/region-wide Interpretation tags use their own thresholds, not the per-office ones, since totals are naturally larger: computers ±20% of Justified (else "Roughly matches"); printers ≥55% Regular ("Justified"), ≤35% ("Ask not clearly needed"), else "Modest, proportional".
